Paper prints of films were required for copyright registration of movies from 1894 to 1912. The Motion Picture Amendment or Townsend Amendment provided for other means of registration, effective 24th of August, 1912. Nevertheless, paper prints have been sent to the Copyright Office for a longer period, with the last prints received in the 1940s.

Due to the highly inflammable and chemically instable materilal, early films didn't survive more than a few decades, even under perfect storage conditions. The 3000+ films of the Paper Print Collection are all that remained from a large number of early American films. In addition, the collection includes a number of lost foreign films like works of Georges Méliès, which have been sent to the Copyright Office to claim the copyright for illegal copies.
From the early 1950s, a large number of paper prints have been transferred to film. Many of them have been digitized as well.
